Council Member David M. Carr explains his support for a street co-naming bill honoring the Black Angels, a group of nurses who cared for tuberculosis patients at Seaview Hospital on Staten Island. He also mentions his intention to vote against Introduction 1111-A.

  • The street co-naming will designate Brielle Avenue at the entrance to the Seaview campus in honor of the Black Angels.
  • Carr highlights the historical significance of the Black Angels' work during the tuberculosis epidemic.
  • He credits Congresswoman Nicole Malliotakis for recommending the street co-naming concept.

Thank you, majority leader.

I just wanna make comments that I think will dovetail with the comments made earlier by our colleague from the North Shore, because in today's street conaming bill, we are among several that we're doing in my district, designating Brielle Avenue at the entrance to the Seaview campus in honor of the Black Angels.

And the Seaview campus was home to the city's tuberculosis hospital for many decades, and TB is documented as having caused the most deaths of any infectious disease in our history as a as a race, as a people on this on in this globe.

And the reality is is that there were very few places, where folks could go, for treatment and care, and, the city, I guess, chose to exile these souls to the wilderness of Staten Island.

But they had the most tremendous of care given to them by these women, including local heroes like Virginia Allen, and Caroline, Jennings Bennett, who gave the best standard of care that could have been given at the time that they were serving there.
0:48:13
And they did it at great personal risk, because this is one of the most infectious diseases that humanity's ever faced.
0:48:20
And they did so with dignity, and they brought a tremendous love and compassion to the people struggling with this illness and helped bring about the the demise of TB as something that is endemic in our community.
0:48:32
And so they are to be saluted, and I thank the congresswoman, Nicole Malliotakis for recommending this concept to me and very proud to be doing this street conaming.

With that said, I'll be voting no in introduction 1111 a, and I own the rest.

Thank you.
