The project team explains the reasoning behind choosing R7-1 zoning over R7A, emphasizing the design flexibility it offers. They clarify the differences between the two zoning options in terms of building envelope controls and setbacks.
- R7-1 was chosen for its design flexibility compared to R7A
- R7-1 allows for more varied building massing and setbacks
- The team explains how R7-1 permits a 4-story street wall, which wouldn't be possible with R7A

It's imperative that we recognize that we need, units that are 40%, 30%, 20%, 10% AMI, particularly the political climate we're entering and the already existing affordability crisis.
2:49:12
Why was the R71?
2:49:13
And I know, Chair Riley asked a version of this question.
2:49:17
Could you just again summarize why r 71 was chosen, and have you considered other, options?
2:49:27
And I know r 7a was considered, but Summer can you provide just a quick summary?
Nora Martins
2:49:34
Sure.
2:49:34
Sure.
2:49:35
So yes, like, as I mentioned, r7a was considered.
2:49:39
And again, we decided to proceed with the r7.1 really due to the design flexibility that it offered to the project.
Shahana K. Hanif
2:49:48
And can you just, for the average person, what is design Sure.
Nora Martins
2:49:54
Yeah.
2:49:54
No.
2:49:55
Sure.
Shahana K. Hanif
2:49:55
I'll Tell us.
Nora Martins
2:49:55
Point and maybe In Elliot can can jump in as our expert here.
2:49:59
But basically, there are overall height limitations in zoning, but there are also other building envelope controls, particularly in contextual districts, which are the districts that end in a letter, like r seven a instead of r seven one, that provide for certain minimum street wall, minimummaximum street wall heights, setbacks, and other ways the building is actually masked other than the total overall height.
2:50:26
So the R71, as a non contextual district, front facade of both buildings to 4 stories, which would not be possible in the r seven a district.
Shahana K. Hanif
2:50:40
The difference between the r seven one, r seven a, is basically the the setbacks that would be possible with r71, whereas with r7a, no setbacks, and it would be a bulkier
Nora Martins
2:50:57
building.
2:50:57
Right.
2:50:58
There would still be some setbacks, but it would be less flexibility.
2:51:01
Less flexibility

with the R7A.
