The SPARC Kips Bay master plan, released in fall 2023, outlines the site organization and phased construction approach. The plan prioritizes educational uses and public realm improvements in the first phase.
- Eastern side: Educational uses with public schools and CUNY, to be built by EDC
- First phase includes public realm and pedestrian circulation improvements
- New universally accessible pedestrian bridge to be delivered early
- CUNY dorms to be replaced one-for-one at Arkansas Way dorms
- Western side: H+H and OCME facilities in podiums of privately developed life science buildings
- First Avenue activation with retail and community use

This partnership with agencies and community stakeholders culminated in the release of the Sparks Keeps Bay master plan in the fall of 2023 and led to the site plan.

The site organizes educational uses with public schools and CUNY on the eastern side of the campus, which will be built by EDC.

This building is part of Sparks' 1st phase of construction, which will also include public realm and pedestrian circulation improvements, allowing EDC to deliver the new and universally accessible pedestrian bridge as soon as possible to the community.

The current dorms on this site will be replaced by CUNY, one for 1, at the centrally located Arkansas Way dorms at Lexington Avenue and 51st Street, close to the Hunter main campus and about 20 minutes from Spark.
