James O'Dea testifies in strong opposition to a development proposal, arguing that it goes against the principles of the city council and the community's interests. He emphasizes that while affordable housing is important, this specific proposal is problematic for several reasons.
- O'Dea criticizes the project's height, pointing out discrepancies between the presented images and the actual proposed buildings.
- He highlights the importance of Prospect Avenue as a crucial thoroughfare and expresses concerns about the impact of the development on the neighborhood.
- Using a metaphor of an overflowing cup, O'Dea warns about the potential negative consequences of overdevelopment in the community.

Thank you for this opportunity, to speak, in opposition to this, egregious, money grabbing proposal.
4:00:16
I respect and appreciate all the comments that have been made about the need for housing and affordable housing.
4:00:23
This is not about whether or not we need more affordable housing or the condition in New York City.
4:00:29
This is about a specific proposal, a specific proposal that is antithetical to everything the city council of New York City stands for and everything that all of the boards and all of the representatives who have been addressed in this and who have the power and authority to address this matter.
4:00:51
It's not about affordable housing.
4:00:52
That's already been pointed out.
4:00:54
You've already heard all the reasons why why this should be a post.
4:00:58
I just wanna point out height.
4:01:01
It's not height.
4:01:02
Sure.
4:01:03
Height.
4:01:03
But it's not the height itself.
4:01:05
Maybe it is because in the pictures that were provided in the presentation, they show a 7 story building behind Windsor Place.
4:01:15
Not a 9, not an 11, not a 3rd 7 story building.
4:01:19
That's what they showed.
4:01:20
And the picture from Prospect Avenue, they take it as though it's from a long distance.
4:01:26
Prospect Avenue is a very narrow block as has been pointed out.
4:01:29
Not only is it a narrow block, it's the only two way street from Flatbush Avenue to the other side of Greenwood Cemetery that goes from south of Prospect Park and south of Greenwood Cemetery down to the Battery and to the waterfront.
4:01:43
It's a lifeline, which is a word that had been used earlier today.
4:01:47
Just gonna make one other point that earlier today in testimony somebody used a cup as an example and kinda said that the cup could be filled this.
4:01:57
Here's the here's the point.
4:01:58
The cup is our neighborhood.
4:01:59
It's our community.
4:02:01
You're gonna pour water into that cup, you're gonna keep pouring and pouring and pouring.
4:02:05
I got news for you.
4:02:06
It's gonna overflow.
4:02:08
And when it overflows, that's a flood condition that you are gonna be held responsible for.
4:02:14
Thank you very much.

Thank you.
