Joe Bello provides insights into the structure and challenges of veteran services within the City University of New York (CUNY) system.
- Bello notes that CUNY campus presidents have significant autonomy in running their campuses
- He explains that campus leaders are primarily concerned with the numbers of student veterans on their own campuses
- Bello mentions changes in the VA's reporting structure, with central office becoming more of a reporting mechanism for campuses
- He suggests that the DVS Commissioner might have more insight due to his interactions with CUNY leadership

I testified several years ago to your predecessor that one of the issues around CUNY is that each CUNY president runs their campus like a fiefdom to some extent.
2:17:21
And so what they are concerned about is numbers on their campus.
2:17:24
And so what are they concerned about?
2:17:26
The student veterans on their campus.
2:17:28
The VA has also seen some changes over the years where now that's more reporting.
2:17:32
So central office, to me, has become more of a reporting mechanism from the campuses to them.

But, I mean, I know the commissioner would probably know better because he speaks to the chancellor and vice chancellor in his travels when he takes pictures with them.
