Use of emergency hired equipment contracts for snow removal

Acting Commissioner Lojan explains DSNY's use of different types of equipment contracts for snow removal and discusses the last time emergency contracts were activated.

DSNY has two types of contracts for additional equipment:
- Requirements contract: Set amount of private hired equipment on standby for the snow season
- Emergency hired equipment contracts: Used for extreme situations with heavy snowfall

The requirements contract was used in the most recent snow event for tow trucks
- Emergency hired equipment contracts have not been used since March 2017
- The 2017 event that required emergency contracts:
- Had 7.5 inches of snowfall
- Coincided with St. Patrick's Day parade operations, which required significant personnel and equipment
- DSNY employed dump trucks, roll-on roll-off trucks, front-end loaders, and skid steers through emergency contracts
The use of emergency contracts is rare and reserved for exceptional circumstances

So so I just wanna clarify.

There's we have the 2 different contracts.

We have the requirements contract where we have a set amount of, you know, private hired equipment, on standby for the snow season.

And then we have the, you know, the emergency hired equipment contracts, which we typically don't, hire unless we get into, you know, a situation where there's a lot of snowfall or this, situation.

So that was a storm that was 7 and a half inches, but it didn't sound like a lot.

I think the one thing we had going on was we had the St.

So that draws a lot of our personnel and equipment.
