Daniel Pollock discusses specific retention incentives negotiated for high-turnover roles such as police officers, school safety agents, and correction officers.
- Increase in starting salary and top pay for police officers
- Reduction in time to reach top pay for school safety agents from 7 to 5 years
- Retention bonus program for correction officers with 10+ years of service, starting in 2027
- DCAS does not play a role in determining these incentives

Got it.

For roles that have seen the highest turnover rates, such as police officers, correction officers, school safety agents, what specific retention incentives are being considered?
Daniel Pollock
0:22:22
So I can speak to the, what we have negotiated for all those titles in this round.
0:22:27
So, you know, for police officers, we were able to negotiate an increase to the starting salary, which, you know, I think both sides felt had to be addressed beyond just the pattern wage increases.
0:22:38
We also obviously you know, with the the pattern wage increases, the top pay for police officers was brought significantly higher.
0:22:46
For school safety agents, it used to be it used to take you 7 years to get to top pay.

Mhmm.
Daniel Pollock

And looking at that, we and the union both felt that, you know, that new employees come in.
0:22:55
It's, you know, they see that top pay is 7 years away, and that's a little too long to wait.
0:22:59
So we were able to to figure out a way within the pattern and using that equity funding to, take off 2 pay steps.
0:23:06
So now it's 5 years to get to top pay, which is a little more kind of insight for a new employee.
0:23:12
For correction officers, we negotiate a retention bonus program that actually will take place in 2027 where, correction officers, you know, kind of as an incentive for more senior correction officers to stay on for another couple years in light of all the challenges they're facing.
0:23:30
There will be a a series of bonus payments for employees with, I believe, 10 or more years of service, in 2027.

Does DCAS play a role at all in, collaborating with agencies to determine incentives?

We do not.
