Council Member De La Rosa inquires about the impact of staffing reductions on service delivery, key performance indicators for hiring and retention, and timelines for reducing vacancy rates. Commissioner Porter provides the following information:

  • DCAS doesn't have insight into individual agency hiring practices or staffing impacts
  • DCAS uses strategies like targeted recruitment events and civil service pathway fellowships to ensure adequate resources
  • Key performance indicators include the time between exam administration and establishment
  • There is no specific timeline or benchmark for reducing vacancy rates in the hardest-hit agencies

Additional details:

  • DCAS doesn't have information on job titles experiencing high rates of attrition
  • Vacancy rate reduction strategies occur at the agency level, with DCAS providing support when requested
  • DCAS lacks direct insight into individual agency hiring practices

We figure Mhmm.
0:54:53
How it works.
0:54:53
Okay.
0:54:54
So moving into service delivery, how are staffing reductions impacting service delivery across critical areas, and what measures are being implemented to mitigate mitigate these effects?
Katrina Porter
0:55:09
And so, you know, once again, Chair, we don't have insight into agency hiring practices, but I can tell you at DCAS, we are using, you know, strategies like targeted recruitment, events and, leveraging civil service pathway fellowship to, to ensure that we have, you know, enough resources so that we're not affecting service delivery.
Carmen N. De La Rosa
0:55:34
Okay.
0:55:34
Are there any job titles, particularly those related to social services or public safety or health care that have been experiencing high rates of attrition?
Katrina Porter
0:55:45
Don't have that information handy today.
Carmen N. De La Rosa
0:55:48
Okay.
0:55:48
If you could get back to the committee, that would be great.
Megan Chambers
0:55:52
Let's see.
Carmen N. De La Rosa
0:55:53
What key performance indicators does DCAS use to evaluate the success of its hiring and retention initiatives?
Katrina Porter
0:56:01
So through the the the MMR we have quite a few, indicators there, but one that we use, you know, absolutely is the time between exam administration, and exam establishment, because we do recognize that, you know, that the the time that it takes for us to complete those examinations, you know, may affect, you know, agency's ability, in some cases.
Carmen N. De La Rosa
0:56:29
Okay.
0:56:30
Hold on.
0:56:30
I'd like
UNKNOWN
0:56:31
to recognize that we've been joined by council member Julie
Carmen N. De La Rosa

Menon and also public advocate Williams is here.
0:56:39
Is there a timeline or a benchmark in place for reducing vacancy rates in the hardest hit agencies?
0:56:46
Do you have an internal timeline?
Katrina Porter
0:56:48
We do not.
Carmen N. De La Rosa
0:56:50
Okay.
0:56:51
Is there, is there a reason why?
Katrina Porter
0:56:55
Because though the, those strategies happen at the agency level, you know, so they'll reach out to us for for support, but we really don't have a line of sight into their hiring practices, individual agency hiring practices.
Megan Chambers
0:57:09
Okay.
Carmen N. De La Rosa
0:57:11
I'm going to pause my questions for a minute because I know that, Public Advocate Williams wants to testify on his bill.
