Council Member Hudson initiates a Q&A session, focusing on the HVAC replacement process in NYCHA facilities. Dylan Baker-Rice from NYCHA explains the timeline and challenges associated with HVAC replacements.

  • Typical capital process for extensive HVAC repairs takes 4-5 years
  • Replacements often coupled with roof replacement due to equipment location
  • Process involves abatement for lead and asbestos in older systems
  • Maintenance items can be addressed faster than capital projects

Thank you.

I was just gonna add to that.
0:31:36
If the HVAC replacement is a more extensive capital repair, then it would follow the more typical capital process, which would expectation is it's 4 years to 5 years.
0:31:47
And in those cases, we have to replace the entire HVAC system, and it's often coupled with roof replacement because much of the equipment's on the roof.
0:31:56
So it's much more extensive to get into the space.
0:31:59
To remove, we have to abate, particularly for older systems.
0:32:04
So we need to check for lead, asbestos, do due diligence there, and then bring a vendor on board and complete the repairs.
0:32:12
If it's a maintenance item, that's much faster than a typical capital project, but that gives you an idea of of some of the challenges with replacement.

Thank you, counsel.
