Council Member Chris Banks inquires about the inspection and relocation process for OACs during RAD/PACT conversions, focusing on the adequacy of temporary locations. The Department for the Aging explains their role in assessing relocated centers and the challenges of finding suitable spaces.
- Department for the Aging staff assesses relocated OACs, especially for meal service compliance
- Difficulty in finding ideal spaces in New York City sometimes leads to temporary solutions like using apartments
- Specific case of the Boulevard Center discussed, where an OAC was relocated to a less-than-ideal two-bedroom apartment
- Concern raised about the impact of relocations on OAC attendance and the need for better solutions in future RAD/PACT conversions

When it comes to, the, centers that are being rehabbed, under RADPAC development, all the inspections that are done by NYCHA, when those seem when those are older adults and then move to another location?
2:21:45
Is there an inspection being done of that particular location, to make sure that it meets the the the, it's it qualifies?
2:21:54
And and who's that done by?
2:21:55
Is that the Department of Aging?
2:21:57
That is it the collaboration with with NYCHA?
2:22:01
And and these are this can be a, a center that, a particular one particular scenario, this may be a discretionary funded center.
2:22:11
Probably just became a discretionary funded center.
2:22:14
And now, to to be more pointed, it's it's actually the boulevard center.
2:22:21
And and and I think you're all aware of the the situation at that particular centers and, but the the location, and I think I had mentioned this earlier, the the apartment that they're in is is not is not a place where they should be at.
UNKNOWN
2:22:36
So that's something that, we would do, if I I wasn't sure if you're referring to the apartments or the the older adult center.
2:22:41
If the older adult center is relocating, we do, have staff go out to assess, especially for meals.
2:22:48
There are a lot of requirements to serve meals.
2:22:50
So our staff will assist the program to make sure that they meet they're in compliance so that they can continue meal service.
2:22:57
I believe I'm familiar with the one
Chris Banks
2:22:58
that's been of them being placed in, like, a 2 bedroom apartment?
UNKNOWN
2:23:01
So sometimes there it's hard space is hard to come by in New York City.
2:23:06
And so we
Ryan Murray
2:23:07
no.
2:23:07
No.
2:23:07
Of course.
UNKNOWN
2:23:07
I'm sorry.
2:23:08
That but we we do the best we can.
2:23:10
So the programs it's better sometimes that's a better option than closing the program altogether.
2:23:15
So, of course, if NYCHA has alternate space, in some cases, that's been, an option where they'll move to those sites.
2:23:23
In this case, the program approached us with this option.
2:23:26
And so because it is temporary, it's not something we would normally want an older adult center to be like, but it's a better solution temporarily than closing it.
2:23:34
That's the way we see it, and a way to continue to have some service rather than, moving them too far away from where
Ukah Busgith
2:23:41
they are.
Chris Banks
2:23:41
I I get the need for continuity of services being provide, but, you know, putting them in a 2 bedroom apartment Right.
2:23:50
Where, you know, a little sunlight.
2:23:52
It it seemed they're distant away from where their old location used to be.
2:23:57
The numbers have obviously dropped, and obviously, that particular center was dealing with numbers, and, you know, from the beginning.
2:24:06
You know, we we we gotta do better.
2:24:09
And and that to me is something that hopefully that we can, we we we don't repeat that, because I do know that there are other developments in the pipeline to be converted, to, RadPAC, and, we're hoping that that's this is not the pattern of NYCHA or those particular development companies that, come in here and just, think that they're the saviors.
2:24:32
And, they they they they, you know, they they they take tenants and and residents and and some of our CBOs down the rabbit hole.
2:24:40
So, looking forward to working with you on that, and, thank you so much.
