Christopher Leon Johnson testifies in opposition to Intro 807, arguing that flash floods are acts of God that cannot be predicted or controlled by humans. He questions the effectiveness of shelters in addressing flash flood emergencies.
- Johnson emphasizes that only God can control when and where flash floods occur
- He suggests that the City Council should work with NYCEM to design a more comprehensive plan for flash flood response
- Johnson argues that shelters alone are not sufficient to address the challenges posed by flash floods, citing issues like lack of bathrooms, showers, and proper resources

Good to meet.
0:42:03
Hello.
0:42:03
Can you hear me?
0:42:06
Yes.
0:42:06
Starting time.
0:42:07
Yeah.
0:42:07
Hello.
0:42:08
My name is Christopher Leon Johnson.
0:42:09
Thank you, chair Areola, for hosting this hearing this afternoon.
0:42:13
I'm showing my opposition to intro 807 that was introduced by, some people power because just like I heard the, the lady who who's part of the, she just said that, like, you can't control, like, what a flash flood could do.
0:42:28
Like, nobody can control what a flash flood is gonna happen.
0:42:32
No one can control that.
0:42:34
The only person could control what goes on is god.
0:42:36
I mean, I hope that I I I I wonder why, people gotta start bringing up the same night.
0:42:41
Look, the flash flood is a flood that is sent by God.
0:42:45
No one in the world.
0:42:46
Nobody in the city council.
0:42:48
So people crowd nobody can never predict, what God is gonna do next.
0:42:53
I'm in Queens right now in South Owensville Park, Queens, and it's a flood phone district.
0:42:58
But we all know in that 2 minutes that the the sky is gonna turn brown, black, and it's gonna flood right now.
0:43:06
Nobody can control that.
0:43:07
So it's something that that God has the plan with a flood, and no one nothing could never stop what God has stored for anybody here.
0:43:17
And let's make that clear that, we of course, we need shelter, just a case that, a flash flood ever happens or chronic flood ever happens.
0:43:25
But, everybody know that the shelters won't do anything, but just keep people under, safety because, we got is is lack of bathrooms, lack of showers, lack of proper resources.
0:43:39
None of that's gonna be there.
0:43:41
So, the city council need to go really go back with the OCEM and really design a real plan of what you guys gonna do when anything happens, when a when a flash flood happens.
0:43:55
But just saying that, the only way we're gonna solve this by providing shelters, is not gonna prove anything.
0:44:02
Like I said, shelter of the flash floods are all sent by God That's a divine thing.
0:44:08
It's a divine plan.
0:44:10
Your time has expired.
0:44:12
Thank you.
0:44:12
So thank you.
0:44:13
Thank you.
0:44:14
Enjoy your day.
