A DOE official provides data on the number of Carter cases and IESP cases over recent years, highlighting trends and the scale of these issues.

  • The number of Carter cases (students receiving tuition payments) has remained stable over the last 4-5 years, ranging between 6,000-6,500 cases
  • IESP cases have seen a significant increase, from about 25,100 in fiscal year 2019 to an estimated 12,500 in fiscal year 2024
  • This data illustrates where the demand for services and claims are arising from within the special education system

Can I also give a sense of scale, that I I I wish I had, brought up earlier in this hearing?
2:07:21
The number of Carter cases, so the number of students for whom we are making tuition payments, has remained stable over the last 4 or 5 years for data reasons that I won't get into.
2:07:34
I am careful not to give exact numbers, but that the number of Carter students, Carter, has ranged between 6,06500.
2:07:43
That's a relatively stable number.
2:07:46
By contrast, the number of IESP cases, for which we were making payments in fiscal year 19 was in the range of 25100, whereas in fiscal year 24, this is likely to be a low estimate, was about 12,500.

So just in terms of, like, where the demand is, where the claims arise from, I think those numbers may be informative.

Okay.
2:08:13
Thank you thank you for that.
2:08:14
I I, I just I I keep hearing about autism, which is wonderful.
2:08:19
I don't wanna take anything away from that.
2:08:20
I think the program, as you describe it, is great if the if the data backs it up.
2:08:26
But just going back to the the Carter cases, if if I'm hearing that the number one area is learning disabilities and dyslexia, and I'm asking about that and the answer is autism, the those 2 don't align, and I and I just want to understand more how as a system, as an agency, you are addressing a significant need for kids with learning disabilities at the kindergarten level to prevent them from needing outside services, like, at best.
2:09:05
Right?
2:09:05
But also we know that, like, they become they became my students, and I was dealing with kids who couldn't read in high school, and I would have rather not.

Yeah.
