Commissioner Gross provides data on the number of businesses SBS has served with government navigation services, which includes help with regulatory compliance and other issues.
- Over 8,000 businesses citywide were served with government navigation services in fiscal year 2024
- SBS has done some ad hoc analysis of regulatory violations based on geographic regions, but not on a consistent basis
- The agency does not currently have the responsibility of centralizing violation data across all regulatory agencies

And application number for the 1,000?

Any rough data on that?
Dynishal Gross
0:37:15
Yes.
0:37:16
So in terms of outreach, I'll have to ask Natasha to try to find that for me.
0:37:22
But I have, the number of businesses that we served with government navigation services in 2024.
0:37:30
That was over 8,000 businesses.
Oswald Feliz
0:37:33
8 8,000?
Dynishal Gross
0:37:34
Yes.
0:37:35
Over 8,000 citywide.
Oswald Feliz

And have you ever analyzed regulatory violations based on geographic regions?
0:37:41
For example, based on borough, based on ZIP code, or based on different commercial, corridors?
Dynishal Gross

So because we are obsessed with our work, we have done some ad hoc analysis, but not on a consistent basis to understand distribution of violations across the 5 boroughs.
0:38:00
So the strategy in EO 2 was to require each regulatory agency to do an analysis of their own, violations and and folk and identify the 25 top violations for that agency and determine what could be reduced.
0:38:18
So there was not the kind of responsibility that you're considering for SBS, centralizing that, and that work was coordinated by city hall.
0:38:26
At various points in the council's interest in reducing small business regulation, I think city hall teams from the mayor's office of operations to the mayor's office of efficiency have been part of that work.
0:38:38
So, again, this would be a new responsibility for SBS, and we've done it only on a ad hoc basis to date.
