My name is Amanda Farias, and I have the privilege of chairing the Committee on Economic Development.

I would first like to thank my co chair for holding this hearing today, as well as the members of our committees, the administration, and various interested parties for joining us to discuss the legal and regulatory challenges facing New York City small businesses.

Our city's local businesses are not just economic entities.

Bodegas, hair salons, restaurants, hardware stores, independent clothing shops, and houseware stores create the social and economic fabric of our communities.

Small businesses are the backbone of our local economy, but they face growing hurdles due to overregulation, rising rents, and intense competition from larger corporations.

While regulations are necessary to ensure safety and fairness, excessive red tape can stifle innovation and put unnecessary strain on small businesses, making it harder for them to thrive.
