Council Member Sandy Nurse questions DOC representatives about the cancellation of $17 million worth of contracts in FY24 and the subsequent reissuance of RFPs for $14 million. Deputy Commissioner Nell McCarty explains the current status of these contracts and their intended scope.

  • Four RFPs totaling $14 million have been issued for new contracts covering different areas than the cancelled contracts.
  • The new contracts aim to cover substance misuse programming, trauma-informed care, supplemental educational services, and reentry planning and transportation.
  • The goal is to provide support in every facility, but exact numbers of individuals to be served are not yet known as the RFPs were only recently released on January 6th.

I have some other questions.
1:23:05
So this I hope I don't know if you'll specifically be able to answer this, but maybe others here.
1:23:12
In f y 24, there was $17,000,000 worth of contracts that were canceled.
1:23:18
Then there were 4 RFPs that were reissued after there was recognition that actually we needed outside help to carry out these services for 14,000,000 And there was a question of why why not the full 17,000,000 to be reissued, and what what what is that 3,000,000 going towards?
Nell McCarty
1:23:38
So I can say we submitted multiple proposals for different types of programs, and 14,000,000 of those proposals were picked up for us to be able to move forward with contracts.
1:23:49
Now the 4 that were selected, are in areas that weren't necessarily through that $17,000,000 contract.
1:23:56
So I do wanna indicate that there there are 2, the $17,000,000 that, were lost.
1:24:04
These are different scope and different, areas that these new contracts are going through.
1:24:12
So although, maybe similar providers might be eligible, to be submitting through this contracting process, they are covering different topic areas, such as substance misuse, programming, trauma informed care, supplemental educational services, and then we have the reentry planning and transportation.
Sandy Nurse
1:24:29
And are the same number of people being served I think it was, I have here 1700 people were served per day under the former contracts.
1:24:39
Of the same number of people being served under the current contracts?
Nell McCarty
1:24:45
Do you mean, like, the upcoming contracts?
Sandy Nurse
1:24:47
Well, the ones that will be accounted for in the 14,000,000.
1:24:50
Will the 14,000,000 in contracts serve 1700 people?
Nell McCarty
1:24:55
I can't say for certain, like, the person to person comparison because the contract hasn't been implemented yet.
1:25:00
So we're gonna see the findings of how many people these contracts service.
1:25:03
But the goal is intended that these contracts cover, every single facility and that there is support provided to a large network of individuals in custody.
1:25:13
But it's, challenging for us to, I think, give, like, will they meet this 1700?
1:25:18
It's intended absolutely that they would and actually beyond that scope.
1:25:22
But it's I I can't say that for certain right now because we don't have the data because the, contracts just were released on January 6th.
Sandy Nurse
1:25:30
Sorry.
1:25:31
The the contracts were just released or the RFP?
1:25:34
The RFP.
1:25:34
I'm sorry.
Nell McCarty
1:25:35
Yes.
1:25:35
Right.
1:25:36
Got it.
