James Conroy informs Council Member Julie Won about DOC's plans for a new Request for Proposal (RFP) for commissary services, indicating a move towards competitive bidding.
- DOC is currently processing an RFP for commissary services.
- The current Keefe contract has an extension pending for the calendar year and is set to expire in June 2026.
- The new RFP will be released at some point during the current year.
- Conroy emphasizes that out of 104 active contracts, only 3 are no-bid contracts, countering the perception of widespread no-bid contracting.

Yeah.
1:08:39
Absolutely.
1:08:40
We are gonna do that.
1:08:40
And I would also note, by the way, that we are currently processing a request for proposal and RFP for commissary services.
Julie Won
1:08:48
Okay.
James Conroy
1:08:48
So, you know, we have an extension pending for this current calendar year.
1:08:54
Keefe is expired at the end of 2025.
1:08:57
No.
1:08:57
2026.
1:08:59
At the end of 2020 so June of 2026.
1:09:02
And, this RFP will be out, you know, at some point during this year for commissary services.
Julie Won
1:09:08
Okay.
1:09:08
Great.
1:09:09
Good to know that you're returning to competitive bidding.
1:09:11
And for the outlined adverse and negative vendor issues for Keith that the controller was focused on, have those been remedied or resolved?
James Conroy
1:09:20
I I think the answer is the same.
1:09:22
Again, talking about the the the performance that they were doing at the time and and our look into what was happening that, it was determined that this was in fact a vendor that we would be pleased to continue working with for, you know, the extension.
1:09:35
But we are looking for an RFP.
1:09:36
And I I would just like to point out also, you know, talk about the competitive bidding process.
1:09:40
You know, we have a 104 active contracts right now.
Raul Rivera
1:09:42
Mhmm.
James Conroy
1:09:43
We have no emergency contracts in place, and only 3 of those are actually no bid.
1:09:49
So, I don't wanna leave here with the perception that this this is, you know, a broad
Julie Won
1:09:54
Mhmm.
James Conroy
1:09:55
Issue within the department.
1:09:56
3 of the all of our registered contracts, which is, again, a 104 active right now, I believe, are are no bid.
