Council Member Amanda Farías inquires about how the East Harlem rezoning planning process informed the Beacon project. James Tschikov from HPD explains the connection:

  • The East Harlem neighborhood plan, released around 2018-2019, identified developing affordable housing on public sites with improved community amenities as a community priority.
  • The RFP for this project was released in summer 2019, incorporating these priorities.
  • The RFP included both the Beacon site (Site A) and the NYPD parking lot on Park Avenue (Site B).
  • Both sites are being developed with improved community amenities and 100% affordable housing on city-owned land.

And can you please describe how the East Harlem rezoning planning process informed this project specific process?

And how does this project echo values and priorities put forward in the past planning efforts?
James Tschikov

Yeah.
0:17:16
Absolutely.

So the East Harlem neighborhood plan, I believe was released in 2019, or 2018, and this RFP was released, in the summer of twenty nineteen, when in the East Harlem neighborhood plan, we identified one of the community priorities to be developing affordable housing on public sites with also improved community amenities.

And so the RFP, for East Harlem was both this site, site a, and site b, which is the NYPD parking lot on Park Avenue.

And both of those are coming with, community improved amenities, as well as, you know, deeply affordable housing that is a % affordable on city owned sites.
