Council Member Amanda Farías raises concerns about the lack of family-sized units in HPD-led projects and asks about specifics for the Beacon project. Brian Backscheider and James Tschikov provide details:

  • The project exceeds the ELLA term sheet requirements for family-sized units, which is a 30% minimum.
  • The Beacon project will have 37% family-sized units, significantly above the minimum requirement.
  • Achieving this higher percentage of family-sized units required effort from the design team to balance various factors.
  • The unit mix has been a collaborative effort involving the developer, HPD, Council Member Ayala, and the community board.
  • Throughout the process, they've worked to incorporate changes while maintaining the project's financial feasibility.

Families in this district often are left frustrated with unit size and unit mix available in in HPD led projects and cite the lack of family sized units as a main reason for displacement.
0:18:06
I know you folks are saying you've worked with expanding those with the community boards and hearing from some of the tenants.
0:18:12
But are there any specifics you'd like to highlight on how HPD has worked specifically, in this project design around that?
Brian Backscheider
0:18:22
Sure.
0:18:22
I I don't have the slide up in front of me, but I I think, you know, the the original r the original RFP response, you know, was to meet this the Ella term sheet, which I think requires 20%, I think, family sized units.
0:18:36
And, we were able to I think we're at 27, percent, of the family size units.
0:18:43
So, you know, that was that was something that that took a lot of effort with the design team of pushing and pulling, to to make sure that it fit, but, we were, you know, happy that we were able to achieve that.

I'm
UNKNOWN

just sorry.
Amanda Farías
0:18:55
No.
0:18:55
Go ahead.
James Tschikov
0:18:56
I'll just add in there.
0:18:57
Yeah.
0:18:57
So the Ella term sheet is a 30% minimum for family size units.
0:19:00
And even at the start, this project, I believe, had about, just already over that, threshold for family size units, but it's been a collaborative effort between the developer, HPD, the council member the deputy speaker Ayala, and the community board.
0:19:14
And throughout the process, we've been trying our best to incorporate those changes while balancing the project's financial feasibility.
Brian Backscheider
0:19:21
Yeah.
0:19:22
So just it was 37% that were yeah.
0:19:25
Thanks.
Amanda Farías
0:19:25
Thank you for correcting.
