In 2026, the New York State Department of Health confirmed that clinical symptomatic HIV illness criteria is no longer utilized.

As a result, in August 2016, HAS expanded its eligibility to include all persons who have HIV, not those not just those who are symptomatic or diagnosed with AIDS.
