NYPD Chief Lipetri provides a detailed example of how the gang database was used for strategic deployment in Northern Manhattan, leading to arrests and gun recoveries. Council Member Stevens interrupts to question the necessity of the database for these operations.
- NYPD describes a January 13 operation in the 30th Precinct based on database intelligence
- Eight individuals arrested, five firearms recovered
- NYPD argues the database helps connect crimes across precincts and inform deployments
- Stevens counters that other investigative tools could achieve the same results
- Debate over whether the database is essential or just one of many tools used

I'm gonna give you an example.
1:30:21
On January 13, members of the NYPD were deployed in a specific area, precinct, in Northern Manhattan, the 30 Precinct, in regards to an uptick of crew violence.
1:30:33
With that deployment built on intelligence from some from the criminal group database, officers are deployed.
1:30:41
Officers were able to affect the arrest of eight individuals with five firearms.
1:30:46
Two of those individuals arrested with the five firearms.
1:30:49
One of them was an identified crew member from a housing development in the two four precincts.
1:30:54
Another individual identified crew member in a criminal group database, crew member in the 28 Precinct in a housing development.
1:31:02
That one of those guns was previously fired just a day prior in the 32 Precinct.
1:31:09
So what does that tell senior leaders of the NYPD?
1:31:12
It tells us where to deploy.
1:31:14
Hence
Althea V. Stevens
1:31:15
So you're saying that that Wait.
Michael Gerber
1:31:16
Let him finish.
1:31:17
No.
Althea V. Stevens
1:31:17
No.
1:31:17
I'm asking the I'm asking the point of finish.
Michael LiPetri
1:31:20
I'm not
Althea V. Stevens
1:31:20
No.
1:31:20
I'm asking because you said that the let me finish because I'm asking the questions.
1:31:24
Don't do that.
1:31:25
I'm asking a question because I'm gonna forget.
1:31:27
So you're saying that they were deployed specifically in that area because of the gang data?
Michael LiPetri
1:31:31
Absolute I I part of it.
1:31:33
Absolutely.
Althea V. Stevens
1:31:34
Part of it or is that the reason why?
Michael LiPetri
1:31:36
Part of the reason.
Althea V. Stevens
1:31:37
Exactly.
1:31:37
It's it's in You have other means to get to those places.
1:31:42
You know where the violence is.
1:31:44
You know where they are and that's all I'm saying.
1:31:45
That is one piece that is not necessary.
1:31:47
So please do not sit here and make it seem like if this is not here, the sky is falling.
1:31:52
Because guess what?
1:31:53
Like you said, there is other parts of it and intelligence that you are using because you know where the crime is happening.
1:31:58
You know you do what.
Michael LiPetri
1:32:00
You're missing the point again.
1:32:01
You're not listening to my answer.
1:32:02
My answer is that two of the individuals were documented crew members in two different precincts that we would have not known to deploy there.
1:32:12
And if you let me finish my statement, I'll continue giving you more examples.
1:32:17
So what does that tell us?
1:32:18
That tells us where to deploy and what crews are beefing.
1:32:24
Then what do we do?
1:32:25
Then we continue to analyze the intelligence like the five guns that we were able to recover because of our deployment.
1:32:32
What do those five guns tell us?
1:32:34
They were fired four different times in different locations in New York City.
1:32:38
So now we can start connecting that gun belongs to this crew, that gun belongs to that crew.
1:32:44
So then now there's four more commands.
1:32:46
Four more commands that we deploy to.
1:32:48
Fact.
1:32:48
The two eight, the two four, the three two, and another command in in Manhattan off.
1:32:54
I'm sorry, the three o.
1:32:55
So four commands.
1:32:56
Since we moved deployment since January 13, '1 shooting.
1:33:01
One shooting in those four commands.
1:33:03
One.
1:33:04
That is because of intelligence precision.
1:33:07
So we did we a part of it.
1:33:10
The NIBEN hits on the guns, a part of it.
1:33:12
Who we're arresting is part of it.
1:33:14
The crew alliances, a part of it.
1:33:16
The crew identifications are part of it.
1:33:18
Moving officers real time, not waiting.
1:33:21
And that's how we save lives.
1:33:23
Part of it is using the criminal group database.

of it.
