Council Member Brewer inquires about the process for developing new Request for Proposals (RFPs) for food contracts that could address current issues with food quality and waste. Kate MacKenzie from the Mayor's Office of Food Policy responds to these questions.

  • MacKenzie mentions the desire to implement more best value bids and proposals, considering factors beyond just the lowest price.
  • The discussion touches on exploring ways to incorporate quality and capacity considerations into the RFP process.
  • Brewer emphasizes the urgency of developing new RFPs, given the approaching contract expiration in fiscal year 2026.
  • The conversation highlights the complexity of changing the RFP process while ensuring compliance with laws and regulations.

Okay.
1:41:40
Something to think about.
1:41:41
And then just finally, my question would be, when you are thinking about doing things differently, what's the process for different written RFPs?
1:41:53
Is that something that is done with just internal rules and regulations?
1:41:58
Is it consultation with the city council, etcetera?
1:42:02
How do you go about writing a new RFP that might make more sense than the food that is being delivered.
1:42:09
The problem is, we all know it, it's just going in the garbage.
1:42:13
And so the question is how we can do this differently.
1:42:16
You understand that.
1:42:16
I'm not saying you don't.
1:42:17
But how do you go about running an RFP this differently?
1:42:20
Obviously, time is of the essence because two six is around the corner.
Kate MacKenzie
1:42:25
I will share, you know, the partnership that we have with agencies including MOCs.
1:42:30
I referenced earlier the desire to start to do more best value bids and proposals is in place.
1:42:38
It requires a lot of change, making sure that everything is upholding the law, of course.
1:42:43
But looking at things
Gale A. Brewer
1:42:44
I'm not too big on the law if it doesn't work, but go ahead.
Kate MacKenzie
1:42:46
But looking at things in addition to low to lowest price, how we're able to look at things like quality, like capacities.
1:42:57
Those are all areas that we're exploring, and the team at at DSS is is partnering with us on that.
Gale A. Brewer
1:43:02
Okay.
1:43:02
Can you get back to us on the time frame and how that is going so that it is clear that it's actually happening?
1:43:08
Did you wanna say something?
1:43:09
Yeah.
