NYCHA officials discuss common misconceptions about the PACT program, while Council Member Chris Banks challenges their characterization of resident concerns as 'misinformation.'

  • NYCHA claims residents often mistakenly believe they won't qualify for Section 8 under PACT
  • Officials assert that authorized tenants automatically qualify for Section 8 in PACT conversions
  • NYCHA states that rent calculation remains the same as under public housing
  • Council member questions whether resident experiences contradict NYCHA's claims

I just want to back up a little when you say that there's misinformation put out.
1:31:02
Can you dive in a little too into what type of misinformation you say is put out about the RAD PAC program?
1:31:10
Because, you know, it's we have multiple developments that have already been converted.
1:31:15
So, there's a report card already that exists.
1:31:18
And any misinformation per se would be coming from the residents who are not in support or have had can talk about their experience under a conversion.
1:31:30
So can you give us some of the misinformation that you say is out there?
Simon Kawitzky
1:31:35
Absolutely.
1:31:37
So there is a lot of misinformation out there about the rights and protections that are afforded to residents under the PACS program.
1:31:44
I am out in the community every week talking to residents who are we're engaging with as part of the PACT program and other initiatives.
1:31:54
And I'm always hearing people concerned about the fact that they would not qualify for Section eight, and therefore would not stand to benefit from the program.
1:32:03
So that is a falsehood because any authorized tenant at a development that transitions to project based Section eight through the PACS program automatically qualifies per federal regulations.
1:32:13
I hear concerns that their rent would go up, which again is also a falsehood because rent is calculated in the same way that it is under the public housing program.

Let me let me interrupt you on that one so we can go step by step.
