Council Member Banks asks about differences in communication and outreach between Section 9 and PACT developments. Deputy Comptroller Hayes-Chaffe provides insights based on eviction rates and outreach efforts.

  • The audit didn't directly compare communication between Section 9 and PACT
  • Lower eviction rates in traditional NYCHA suggest better outreach efforts
  • PACT developments showed less documented outreach and higher eviction rates
  • Overall eviction rates remain low (under 1%) but show significant differences between traditional NYCHA and PACT

Thank you.
3:46:15
Based on your work around NYCHA, how would you assess NYCHA's communication and outreach as they compare they compare between residents in section nine housing versus residents in the PAC developments?
Maura Hayes-Chaffe
3:46:30
Yeah.
3:46:30
The audit didn't cover a comparison in terms of communication.
3:46:35
We assume that there is better outreach at NYCHA, traditional NYCHA, because the eviction rates are lower.
3:46:44
You know, those outreach efforts are designed to give residents as much opportunity to cure the defects that are underpinning the evictions before they go forward.
3:46:57
We think, and it's speculation, but we think that there's less outreach.
3:47:03
In fact, there was less outreach documented, and there are much higher eviction rates.
3:47:08
I know that the eviction rates overall are still very low.
3:47:11
For example, in all three in the city as well, they're under a %.
3:47:16
Sorry, under 1%.
3:47:18
But if you look at the comparison between traditional NYCHA and PACT, it's a very big difference.

Alright.
3:47:25
Yeah.
Chris Banks

Thank you so much for your testimony.
