NYCHA officials detail the composition and role of resident review committees in the PACT conversion process, responding to questions from Council Member Chris Banks.
- Committees typically consist of the resident association executive board, about 5 individuals
- Additional community members may be invited, sometimes increasing participation to 10-12 people
- All committee members are tenants of the developments in question
- Committees use formal scorecards to rank proposals based on various factors
- Independent resident advisors with expertise in housing and real estate support the committees

So that selection process, that committee or review committee, how many residents serve on that committee?
1:40:03
And is the is the committee composed of a majority of residents?
Simon Kawitzky
1:40:09
The committee, for purposes of, you know, the practicality of facilitating these processes, consists by default of the resident association executive board.
1:40:22
And we also defer to the executive board to invite other members of the community into that process as they see fit.
1:40:30
Generally, a board representation would be about five individuals.
1:40:35
But for different projects, we have allowed about 10 or 12 different participants in those review committees.
Chris Banks
1:40:42
And if the are majority tenants?
Simon Kawitzky
1:40:45
They're all tenants of the developments in question.
Chris Banks
1:40:48
So you're saying that the majority of the tenants on that committee then will make a decision?
1:40:54
Well, committee will make Yes.
1:40:55
We have a very

formal process that we go through.
1:40:59
For any kind of procurement, you can imagine that it needs to be a high integrity process.
1:41:05
And residents complete scorecards, ranking each proposal based on a number of different factors.
1:41:13
And those scores are tallied up, and that's used to make a decision.
1:41:17
Is that public information?
1:41:19
No.
1:41:21
Those are, you know, proceedings that take place with the resident review committee as part of the selection process.
1:41:27
The resident review committees are also supported by independent resident advisors.
1:41:33
These are organizations with experience in affordable housing, real estate, architecture planning, legal services that the resident committees select and who provide guidance and support to them in reviewing development proposals and ultimately helping them make a selection.
