NYCHA officials explain the process for selecting developers for PACT conversions, emphasizing resident involvement in the selection process.
- NYCHA conducts an annual request for qualifications to pre-qualify contractors, developers, and property managers
- Pre-qualified entities are invited to respond to Requests for Expressions of Interest (RFEIs)
- Residents review responses, help select teams for interviews, and participate in choosing the final team
- The process aims to involve residents in the selection of developers for their properties

How are the developers selected?
1:39:10
I mean, is it a multitude of developers who go through a vetting process and do and the tenants engaging in it?
1:39:18
Or has it been is it the practice is it still the practice that NYCHA selects three developers and then gives it to this particular review committee?

We do an annual request for qualifications.
1:39:32
So we pre qualify contractors, developers, and property managers.
1:39:38
And from that pool of folks that are within the pre qualified list, we invite them to respond to RFEIs, requests for expressions of interest.
1:39:45
And the residents review all the responses that we get.

They help us select the teams that will be interviewed, and then they help us select the ultimate team that will to do the renovations.
