Council Member Chris Banks questions NYCHA officials about the findings of a December 2024 NYC Comptroller's audit on eviction rates in RAD/PACT developments. NYCHA officials disagree with some of the audit's characterizations.
- NYCHA disputes the audit's claim of a significant increase in eviction rates post-conversion
- Officials state the difference in eviction rates between pre- and post-conversion is less than 0.25%
- NYCHA disagrees with the audit's assertion that eviction data reported by PACT property managers is incomplete or inaccurate
- Officials explain they review monthly reports from PACT property managers on housing stability and retention

Okay.
2:34:25
The New York City Comptroller released an audit in December 2024 finding that the eviction rate at PAC developments is significantly higher than the eviction rate in conventional public housing and is now comparable to the citywide eviction rate.
2:34:44
The audit also found that PAC eviction rates have more than doubled in the last year.
2:34:51
Is there anything you would like to comment about around the finding of this particular findings in this audit?
Gillian Connell
2:34:57
Yes.
2:34:58
So we disagree with that characterization that there has been a significant increase from pre conversion to post conversion.
2:35:06
And in fact the data that's presented in the audit report supports that.
2:35:10
And it actually shows that the change between the pre conversion rate, section nine rate, and the packed rate is again less than one quarter of a percent.
2:35:21
So we do not feel that that's significant.
Chris Banks
2:35:24
Okay.
2:35:27
The December 2024 audit found that the eviction data reported to NYCHA by PAC property managers was incomplete and inaccurate.
2:35:40
What steps does NYCHA currently take to verify the information reported by PAC property manager?
Gillian Connell
2:35:47
Sure.
2:35:48
So we review the information from our PAC property managers that they submit to us per the housing stability and retention guidelines on a monthly basis.
2:35:59
And we look at those in detail.
2:36:01
And we again disagree with the characterization that some of that information is inaccurate and not reported correctly.
