Council Member Chris Banks inquires about NYCHA's role in eviction processes within RAD/PACT developments. NYCHA officials explain the division of responsibilities between property managers and NYCHA.

  • Property managers are responsible for pre-eviction outreach, connecting residents to resources, and initiating legal proceedings
  • NYCHA's role is to review monthly reports submitted by PACT partners and ensure they are complete and accurate
  • Social service providers partnered with developers or management companies can communicate with NYCHA, but specific eviction discussions are typically between the provider and the resident
  • NYCHA maintains an oversight role in the eviction procedures

Well, I guess, let's talk about we can go into transfers.
2:36:20
Let's let's stay in evictions.
2:36:22
The we've gotten complaints again of residents being dragged into court and the fear of their apartments or having housing has basically, it has existed.
2:36:40
It's something that currently is a frustration of the residents here and in NYCHA, particularly in RAD PACS.
2:36:48
When there is a process or an eviction that is being executed or that particular process is starting, what role does NYCHA play in that process?
Gillian Connell
2:37:03
So the property manager is the lead in terms of conducting any pre eviction outreach, connecting residents to resources and working with the social services provider to do that.
2:37:13
They're also responsible for initiating the legal proceeding process.
2:37:17
NYCHA is responsible for reviewing the monthly reports that the partners submit carefully, questioning them about them on a monthly basis, ensuring that they're complete and accurate.
2:37:30
And that's the oversight role that we have as it relates to the eviction procedures.
Chris Banks
2:37:34
So the social service provider that's partnered with the particular developer or management company, is there talks or there communication between NYCHA and that particular social service provider?
Gillian Connell
2:37:52
So there's nothing preventing that from happening and there can and has been.
2:37:57
When it comes to specific discussions regarding evictions that's obviously a very one on one discussion that would need to be had between either the property manager and the social services provider directly should something like a recertification or needs to be pursued.
2:38:14
So that's more of a one on one conversation that a resident would have with the social services provider.
