Carmen Quinones, Tenant Association President of Frederick Douglass Houses, testifies about the need to dissolve NYCHA's public council, specifically the Citywide Council of Presidents (CCOP). She criticizes the current system where eight CCOP members make decisions for over 400,000 residents, calling it unacceptable and unrepresentative.
- Quinones calls for immediate dissolution of CCOP, full recognition of 200+ real resident councils, and HUD intervention to stop NYCHA's control over resident representation.
- She mentions having formed a resident management corporation and requests a meeting with the council member to discuss it further.
- Quinones expresses concern that NYCHA is trying to dismantle all Tenant Association presidents, only listening to the CCOP chairs.

Let me start by saying that NYCHA's public council must be dissolved.
5:17:22
You know, after admitting to racial bias in 1992, NYCHA built CCAP, a citywide systematic rule to stop 400,000 residents from shaping NYCHA's workplace rules and to mark their representation for over thirty years.
5:17:39
You as I don't know if you know, but I do have a resident management corporation that I just did a five zero one c three to, and I hope that I can sit with you and talk to you about that.
5:17:50
But let me tell you what the immediate dissolution of CPAP is.
5:17:54
Immediate dissolution of CCAP for no more safe fake leadership.
5:17:59
Full recognition of 200 plus real, resident council that truly represent residents.
5:18:06
Actual HUD intervention to stop NYCHA's control over resident representation.
5:18:12
Real oversight over NYCHA and HUD, ensuring all residents' rights are protected.
5:18:17
What's happening now is with CCAP, there's there's eight people on CCAP.
5:18:22
Eight people make decisions with NYCHA continuously every week for 400 plus thousand residents.
5:18:31
This is not this is this is unacceptable.
5:18:34
Eight people that don't even live in our district, And they they are made those are the the representations that NYCHA Stat there told you about today.
5:18:44
Those are the committees that they're talking about.
5:18:46
Not tenant association presidents.
5:18:48
