Council Member Chris Banks inquires about NYCHA's transparency regarding code violations information.

  • NYCHA is working with HPD to make code violations information publicly available on both agencies' websites.
  • A 2022 state law requires HPD to post NYCHA's housing code violations online, but this has not yet been implemented.
  • NYCHA commits to making this information available to residents and heavily publicizing it once it's ready.
  • The delay is attributed to funding issues, which have now been resolved.
  • NYCHA expects to have this information available within the next few months.

Okay.
1:16:35
Does NYCHA share information publicly or wish with its residents about the code violations issued by the Department of Preservation, House of Preservation?
1:16:45
Is that public?
Brian Honan
1:16:47
So, we are working literally weekly with HPD to come up with a way that they'll be able to show on their site, we'll be able to show on our site, the number of open code violations, and we expect to have that done fairly shortly.
1:17:10
But, yes, it will be
Chris Banks
1:17:11
So, your testimony is that they don't provide information to the residents when there's a cold Okay.
1:17:21
In 2022, the state passed a law requiring the New York City Department of Housing and Preservation to post NYCHA's housing code violations online.
1:17:33
That means you're not in compliance.
1:17:35
It appears that HPD has not yet complied leading some tenants to file lawsuits against HPD.
Brian Honan
1:17:45
I can't speak to HPD, but I will say that there was a funding issue, you know, here.
1:17:51
The money has been found, and I will say we literally as I stated, you know, just a few minutes ago, we literally meet weekly in order to get this up and running.
1:18:01
It is a priority for both agencies, and we will see it soon.
Chris Banks
1:18:05
Well, has NYCHA heard the concern from residents about this issue?
1:18:08
And has NYCHA taken any steps to assist HPD in making this information public?
Brian Honan
1:18:14
We have a standing meeting with HPD, and we're we're happy to give them all the information that we have, so this way it could be, you know, up on both sites and easily understand easily understood.
1:18:26
As to whether we've heard complaints, I personally have not heard complaints from residents.
1:18:31
I have heard from advocates, though.
Chris Banks
1:18:33
Well, while NYCHA is not subject to any obligations under state law, has NYCHA considered publish publishing its code violations on its own accord to provide greater transparency to the residents?
Brian Honan
1:18:49
We the code violations that we get are from HPD, and they will you know, we will work with them in order to make sure that everything we have is current So, question is,
Chris Banks
1:19:00
will you publicize it to the tenants, to the residents?
Brian Honan
1:19:03
It will be.
1:19:04
It will be up up for the tenants and residents both on
Chris Banks
1:19:08
their site and What's time frame to
Brian Honan
1:19:10
I don't have a time frame.
1:19:12
And believe me, you will know before you know, we will let we will let this committee know before it's it's out, and we will make sure that it's heavily publicized once it is out.
1:19:24
But, we do expect it in the next few months.
Chris Banks
1:19:29
We'll be waiting.
