New York City Health and Hospitals is a public benefit corporation that was created by the New York State statute in 1969.

In 1970, the city and New York City Health and Hospitals entered an operating agreement which it still follows to this day.

Prior to that operating agreement, the city operated what we know now as New York City Health and Hospitals as the New York City Department of Hospitals.

Under this operating agreement from 1970, properties owned by the city of New York and used as part of our health system are leased to New York City Health and Hospitals for as long as New York City Health and Hospitals exists.

For reasons we can only guess at, properties have not been added to this lease since it was agreed to in 1970.

Our closest understanding is that they were either not existent before the enabling statute or they weren't considered hospitals before then.

So we're here this morning to request approval for amending this operating agreement to correct these oversights and add nine properties to our operating agreement.
