Dawn Miller from DEP compares NYC's proposed plan to the state's potential Clean Deliveries Act. She highlights the benefits of developing a local program tailored to New York City's specific needs and opportunities.
- The Clean Deliveries Act lacks detailed specifics, deferring to future rulemaking
- NYC's local approach allows for addressing city-specific and neighborhood-specific concerns
- The NYC plan can include unique elements like marine freight, cargo bicycles, and tree planting
- Developing the plan at the city level allows for closer alignment with local needs and opportunities

So, in terms of what is the city doing to create a plan that matches or goes beyond the state's potential program on the horizon in the Clean Deliveries Act?

So, my understanding is that the Clean Deliveries Act doesn't contain a lot of details in terms of, you know, what the points menu would look like or how a compliance obligation for a warehouse calculated, that those details would be deferred to rule making at the New York State Department of Environmental Conservation.
1:24:37
So I don't have visibility or, you know, into what the details of the program would be.
1:24:43
You know, we're really excited about developing this locally because as we're hearing, right, there are some very New York City specific and even neighborhood specific concerns, but also opportunities, right?
1:24:59
If you look at the policy developed in Southern California, there isn't mention of marine freight.
1:25:05
There isn't mention of cargo bicycles.
1:25:07
There isn't mention of tree planning and preservation, which are all, like, kind of opportunities and needs that are New York City specific.
1:25:15
And so that's, you know, why we're very interested in doing this at the city level because we're able to be closest to kind of the needs and opportunities locally, which just are different from elsewhere in the state or the country.
