Dawn Miller from DEP discusses the hours of operation for last mile facilities compared to traditional warehouses. While noting that they haven't specifically studied this aspect, she shares anecdotal information from stakeholders.

  • Last mile facilities reportedly operate more hours of the day, often starting very early in the morning
  • The indirect source rule would scale compliance obligations based on the volume of truck traffic, not just facility size
  • This approach ensures fairness by considering actual impact rather than just square footage

Yeah.

Thank you.
1:18:00
And and also, in terms of hours of operation, do you find any distinctions with these facilities and maybe the more traditional?
Dawn Miller
1:18:09
You know, that is not an area that we have studied.
1:18:13
So I can't speak personally to to that question.
1:18:18
But what I have heard anecdotally from stakeholders is that the last mile facilities operate more hours of the day, often very early morning hours as compared to traditional warehouses.
1:18:32
And the thing about indirect source rule that I think sort of makes it both effective and fair that it is that it scales with the volume of truck traffic associated with a warehouse.
1:18:44
So it's not like every warehouse that's 50,000 square feet would have the same compliance obligation.
1:18:50
If you're 50,000 square feet and you have tons and tons of trucks twenty four hours a day, an indirect service rule would ask a lot more of you than of another 50,000 square foot facility that really has a small volume of trucks coming in and out.
1:19:04
So it really scales with your truck volume as opposed to just straight up by your size.
