We envision a warehouse indirect source rule in which the city's largest warehouses are required to earn a number of points each year that is proportionate to the number of vehicle trips made to their warehouse.

Trips made in heavy duty trucks, which pollute the most, would be weighted more heavily than trucks trips made in smaller vehicles, but all motor vehicles making deliveries would count towards a warehouse's compliance obligation.
