Zach Miller from the Trucking Association of New York testified on the proposed Indirect Source Rule (ISR) for warehouses, emphasizing the need for a flexible, menu-based approach to incentivize cleaner technologies in the trucking industry. He highlighted the success of the NYC Clean Trucks program and suggested expanding its framework for the ISR.

  • Advocated for including a variety of vehicle options in the ISR, such as clean idle diesel, battery electric, hybrid compressed natural gas, and renewable diesel powered trucks
  • Recommended allowing fleets to receive credits for participating in initiatives like off-hour deliveries, micro hubs, and blue highways
  • Urged collaboration between New York City and New York State to create a unified ISR framework for operators

Good afternoon.
2:26:36
Thank you for the opportunity to testify today.
2:26:38
My name is Zach Miller.
2:26:39
I am vice president of government affairs for the Trucking Association of New York.
2:26:43
My full testimony has been submitted.
2:26:44
I think I've learned my lesson that I can't get this done in two minutes if I read it.
2:26:48
But the point I really do wanna make out loud is relates to the menu of options for an ISR to work properly.
2:26:57
To be successful, an ISR must incentivize investment in cleaner technologies in a way that is both feasible and sustainable.
2:27:03
The NYC Clean Trucks program has provided a strong framework offering a variety of vehicle options including California certified clean idle diesel, battery electric, hybrid compressed natural gas while delivering significant emission reductions, 97% particulate matter reduction and 89% nitrogen oxide reduction from trucks that qualify.
2:27:22
This type of flexibility, menu based approach should be expanded under ISR to include renewable diesel powered trucks and other proven technologies.
2:27:30
Additionally, fleets should be able to receive credits for participating in, initiatives such as the off hour deliveries, micro hubs, and blue highways, all of which contribute to reduce congestion and lower emissions.
2:27:41
And the last point is, you know, we do know that New York State is working on an ISR as well.
2:27:45
We highly, recommend collaboration between the city and state so that there are not two different frameworks of ISR, for New York based operators to be dealing with.
2:27:54
Thank you.
