So that is a great question.

There's a number of barriers so I won't wax too poetic on that but for sure language access is an absolute issue.

Educating people and having them understand that this is available to all New Yorkers.

People are frequently concerned about what some of the limits on this is, whether there's what are the potential age limits, etcetera, etcetera, etcetera.

And so having people understand, and this is often language that is frequently included in any of those communications, is that this is available to all New Yorkers.

And then of course, and this is writ large, educating on these actual services.

There's no doubt that the population or the community that you're speaking to, you face a number of challenges coming here, language challenges, so on and so forth.
