Council Member Shahana Hanif inquires about the city's response to federal executive orders affecting TGNCNB rights. Ronald Porcelli outlines the administration's ongoing commitment and actions to protect TGNCNB individuals.

  • The administration acknowledges ongoing challenges and commits to continued work
  • The city has shared information on TGNCNBI rights and resources
  • Mayor Adams signed Executive Order 32 to protect access to gender-affirming healthcare in New York City
  • The executive order prevents the use of city resources to detain individuals providing or receiving gender-affirming care
  • It also denies the use of city resources to cooperate with prosecutions or investigations related to gender-affirming care

And then the state attorney general, state education department, and even the state health department have put out statements making clear that many of Trump's executive orders are for the most part not enforceable on their faces and in many cases contravene not only New York law but also federal law and the federal constitution and the new and then and that New York entities should not be complying in advance.

Has our city put out similar statements?
0:59:26
Are there statements in the works?
Ronald Porcelli

Thank you for that question.
0:59:32
I want to acknowledge that question.
0:59:35
So what I would say, and I've framed this already is that these are challenges that have been ongoing and they will continue to be ongoing challenges unfortunately and we will continue to do this work.
0:59:47
So I can provide further context but I will say preliminarily that not only is the work ongoing, not only is it being strengthened, but it is being shared out and I think that commitment is clearly available.
1:00:00
As I mentioned, we just shared out the TGNC MBI rights and resources.

It very much coincides quite similarly with the information that was in the proposed bill of council member Caban, and then I could walk you through all of the administration's commitments that have occurred these past three years.
1:00:21
It would be quite lengthy and quite much of that is enshrined in our existing testimony.
1:00:26
The only other thing I would add to address that question is in an effort to support the LGBTQ plus community, the mayor signed executive order 32 to protect access to gender affirming healthcare in New York City.
1:00:39
The executive order prevents the use of city resources to detain any individual who is providing or receiving gender affirming healthcare services in the five boroughs.
1:00:48
Additionally, the executive order denies the use of resources by the city of New York to cooperate with any prosecution or investigation by another individual for providing or receiving gender affirming care.
