Today, the site is mapped as Parkland, shown in dark blue, and it's bordered to the west by the Grand Central Parkway, which is mapped as street.

The city map change has several interrelated parts.

The first is a park demapping.

The portion of the park land that will be demapped is shown in light blue, and corresponds to the footprint of the entertainment facility, the integrated resort that Greg described, as well as the vehicular ramps that will lead to and from that facility.

Now portions of those ramps would rise above Shea Road, which is a park road, and those are shown in light blue.

The park de mapping would also include the footprint of a new ramp to the Grand Central Parkway located across the Whitestone Expressway north of the entertainment facility.

The footprint of this new ramp would then be remapped as street.

There is also a street demapping of two open areas of the map Grand Central Parkway that are not used for street purposes today.

The second action is a zoning map amendment to establish the zoning district designation for the entertainment facility.

Under the citywide zoning text amendment adopted by this council, the C84 District is one of the districts where a state licensed gaming facility would be a permitted use, and therefore we're proposing to zone the site C84.

I just want to say a little bit about the interrelationship between the ULURP, the alienation legislation, and the license from a timing and sequencing standpoint.

First, the state gaming process requires approval of all land use zoning, local land use requirements prior to consideration of a license, which is why we're here today pursuant to ULURP.

Alienation legislation is required for the parkland demapping that we propose and we are pursuing that concurrently with the EULAR.

To be clear though, if approved by the city council, the city map change will only take effect if legislation is adopted and a license is granted, and the city planning commission approval provides for that.
