Council Member Moya inquires about the traffic circulation design for the proposed Queens Future site. David Quart, a transportation consultant from VHB, explains the planned improvements and circulation strategy.

  • The new design accommodates two-way traffic at all times of day, unlike the current one-way system
  • Direct access from garages to highways is planned to minimize impact on local roads
  • Improvements aim to enhance traffic flow and safety while allowing local trips to continue unimpeded

And also, can we go to traffic for a minute?
0:35:54
Could you describe the traffic circulation of the proposed site?
0:36:00
How you made your design choices, and how will the new circulation work on game days?
0:36:07
If you need me to ask again, I'm happy to
David Karnovsky
0:36:09
Yeah.
0:36:09
Don't I don't know
Michael Sullivan
0:36:10
if it's possible to bring up my last slide of the site plan, but that may help David, our consultant from VHB, explain that.
UNKNOWN

One moment before you start testifying, David.
0:36:20
Could you please raise your right hand?
0:36:21
Could you please state your name for the record?
0:36:24
David Quirk.
0:36:25
You swear to tell the truth and nothing but the truth in your testimony today and in response to council member questions?
David Quart
0:36:30
Yes.
Michael Sullivan
0:36:33
If we could go forward just one slide, please.
Brian Lee
0:36:38
So,
David Quart
0:36:41
the road the current roadway network, as you know, council member Moya, is an aged network.
0:36:47
It was originally laid out to serve the world's fair and it works fine today when we're thinking about one way traffic, which is really how it how it functions.
0:36:55
People coming, everyone's coming to the Mets game at the same time and everyone's leaving the Mets game at the same time.
0:36:59
But a big part as Greg started to describe as we as his team laid this out, a big part of the way we planned the project was to make sure that we could accommodate two way traffic at all different times of the day and that's how this is really laid out.
0:37:12
So the the key part of traffic circulation here is getting people to and from the site at any given time of the day and not having them go through the local roadways.
0:37:20
So so if someone is coming or leaving the the garage at the North, the Northville garage, they'll they'll be directed there from the Whitestone or from the Grand Central Parkway and they can get out of that garage and directly with with our realigned roadway with the new Grand Central Parkway, ramps and the realignment of those ramps, they can get directly from the garages to the highways without going through the local roadway network, so that we're ensuring as much free flowing of traffic as possible, people coming to and from the site, and also ensuring that people going, visiting Flushingman or Corona Park or other local trips can continue to do that at the same time as well.
0:37:57
So there are a lot of improvements here that are being made for traffic flow, enhancing safety, and the like to make sure that the project can function as best as possible.
0:38:05
Great.
0:38:05
Thank you.
