Council Member Amanda Farias questions Commissioner Juanita Holmes about various budget transfers between the Department of Probation (DOP), Mayor's Office of Criminal Justice (MOCJ), and Administration for Children's Services (ACS). The discussion covers:

  • Transfer of $87,500 and one position from DOP to MOCJ
  • $4 million transfer from ACS's Raise the Age program to juvenile supervision and treatment services
  • A decrease of $2,470,000 transferred from DOP to ACS, coupled with 30 additional headcount positions
  • Clarification on state funding and its allocation between agencies
Amanda Farias

Thank you so much.
0:13:28
I'm going to start preliminarily with questions around changes in the plan.
0:13:33
There were $87,500 transferred from DOP to MACH J in this plan along with one position.
0:13:40
Can you explain the responsibilities of this position and why it was transferred?
Juanita Holmes
0:13:46
What position are you referring to?
0:13:54
My finance person is not familiar with that.
Amanda Farias
0:14:00
It was a new need that was listed, pardon, at 87,500.
Juanita Holmes
0:14:06
Oh was that when was that listed?
0:14:08
Is that recent?
Amanda Farias
0:14:09
Is that the January plan?
Juanita Holmes
0:14:11
Oh that was part of the January plan.
0:14:13
So that might have been a position.
0:14:15
We have a probation position assigned to a task force with Mach J, so that may be related to the probation person's position that was requested.
Amanda Farias
0:14:24
Okay, it's listed as a new need.
0:14:26
Was there a vacancy or was that just a new
Juanita Holmes
0:14:28
I believe it was a vacancy in MACJ.
Amanda Farias
0:14:31
Four million was included as a transfer of funds from ACS's raise the age of responsibility to the supervision and treatment services for juveniles programs.
0:14:40
Can you explain the reason for this funding transfer?
Juanita Holmes
0:14:44
So I'm not familiar with that.
0:14:46
Are you can you explain that?
0:14:48
Can you ask her to repeat it?
Christopher Marte
0:14:51
Sorry, can you repeat the question?
Amanda Farias
0:14:53
Sure.
0:14:54
4,000,000 was included as a transfer of funds from ACS's raise the age of responsibility to the supervision and treatment services for juveniles program.
Juanita Holmes
0:15:03
So I'm gonna have the DC of Juveniles speak to that.
Althea Stevens
0:15:07
Sure.
Unknown
0:15:08
Good morning, thank you for the question.
0:15:10
Those are SJTSP funds from the state, so ACS is the agency that holds the money, but it's also appropriated to programs here at probation.
Amanda Farias
0:15:21
Okay and the plan also included a decrease of 2,470,000.00 that would be transferred from DOP to ACS, but in the same budget line included 30 additional headcount positions.
0:15:32
Can you explain how these positions are being funded and what their titles are going to be?
Unknown
0:15:38
I have to defer to our finance team.
0:15:40
I'm not familiar with that.
0:15:42
Yeah,
Christopher Marte
0:15:44
I'm gonna have to get back to you on that.
0:15:45
I need to do additional research on those positions.
Amanda Farias
0:15:47
Okay.
0:15:48
And then just lastly on this item.
0:15:51
When we spoke to OMB, they implied that the funds were being transferred from DOP to ASC then returned.
0:15:59
Do you have any insight into the transfer or why it was occurring?
Christopher Marte
0:16:03
Again, same situation.
Juanita Holmes
0:16:05
Sounds like maybe possibly is related to our state plan.
0:16:08
It It probably has something to do with the state plan.
Amanda Farias
0:16:10
Okay.
Juanita Holmes
0:16:11
And part of the state plan is naturally there's funding that we get from the state.
0:16:15
There's also pass through with ACS.
0:16:18
I don't have all the particular details but I know there's been times where we've had funding that was not used and ACS requested at one particular time if we were going to use it or not and that funding is being used and I can actually defer to my chief information officer who's using that funding for programs for our young people such as Google, AI, things of that nature.
0:16:42
So if you want to speak to that, what that extra funding is going to be used.
Razwan Mirza
0:16:45
Yeah, so we have thank you for the question.
0:16:48
So we have $1,500,000 that was allocated for the modernization of rather than in addition to other programs we have.
0:16:56
So we thought that STEM and AI should be added to all these things.
0:17:00
And that's where the program is to bring our JUV to a latest and greatest technology also.
0:17:06
So that's where we're spending that 1,500,000.0.
