Council Member Gale Brewer engages in a discussion with Chief Technology Officer Matthew C. Fraser about various city services and systems. Brewer provides feedback on 311 services, the MyCity portal's job information, and the Green Book NYC. Fraser responds to her concerns and commits to addressing the issues raised.

  • Brewer inquires about the current structure of 311 services, including the involvement of CUNY interns and King Teleservices for overflow support.
  • She suggests improvements for the MyCity portal's job information, highlighting discrepancies with Workforce1 services.
  • Brewer strongly criticizes the Green Book NYC, prompting Fraser to take responsibility for improving it despite it being under DCAS's purview.
Gale Brewer

Just on the three one one, I know in the past it was city employees, King, and CUNY, and I understand CUNY is no longer part of three one one.
1:29:23
Is that correct?
1:29:24
And so is it still King then and city employees?
Matthew C. Fraser
1:29:27
Yeah.
1:29:27
So there's King, the city employees, and CUNY, we have interns that participate.
Gale Brewer
1:29:31
You still have them, but I thought they were no longer part.
Matthew C. Fraser
1:29:35
Believe we still we still have interns that are part of three zero one operations.
1:29:39
King Teleservices is helps support the overflow.
1:29:43
So with three zero one call volume, especially during high event days, the amount of volume surges and when that surge happens, we wanna make sure that everyone gets to the phone as quickly as possible.
1:29:55
So we retain services from King Teleservices that helps us deal with the surge.
Gale Brewer
1:29:59
Okay.
1:29:59
I mean, I know you talked about answering questions sooner because you before you get to a live person.
1:30:05
Yep.
1:30:06
Don't put too much on that info before you get to the live person.
1:30:10
Horrible.
1:30:11
Just a suggestion because otherwise people will just turn off.
1:30:14
Secondly, on my city where it says jobs, I know you go to workforce one.
1:30:19
I think that's what you Yep.
1:30:20
Just so you know, I have lots of young people who are going to workforce one, and it's it's okay.
1:30:27
But when you go to your my city, it also mentions the upcoming, you know, job fairs, etcetera.
1:30:34
Yep.
1:30:35
Workforce one doesn't tell you about that.
1:30:37
So did it's not you.
1:30:39
I don't know if this is whose agency this would be under, SBS, ostensibly.
1:30:44
But what you have is fine.
1:30:47
It just it's there's a disconnect there.
1:30:49
So people it's not so easy to get a job.
1:30:52
I because I'm working with three or four migrants with working papers, and it's fun for me to see through their eyes what City Of New York does or doesn't do.
1:31:01
Yeah.
1:31:02
And, so it the job world and what you have there isn't necessarily what workforce one is doing.
1:31:09
So I I don't know.
1:31:10
Somebody needs to look a little bit more carefully at what you're producing, what they're producing, etcetera.
1:31:15
Just a suggestion because I know what workforce one is or isn't doing, and then you have other kinds of information.
Matthew C. Fraser
1:31:22
Yeah.
1:31:23
I I appreciate that.
1:31:24
Part of the challenge when we looked at NewYorkCity.gov, NYC Gov, and the entire web presence, I'm not ashamed to say when I looked at it, felt like it was abysmal, especially the job for those that were seeking jobs for the city.
1:31:37
Yeah.
1:31:38
If my first experience with the city was going on the careers page, I might have thought twice about applying for any city service, which is why we rebuilt the jobs portal.
1:31:48
We put a lot of effort into making sure that it was best in class.
1:31:52
We modeled it after how Netflix, Amazon, Google, how they attract the talent, and we built a portal that looks like like a lot like that.
1:32:00
Currently, we have a great team under our strategic initiatives umbrella that's looking at nyc.gov as a whole and looking at how we can streamline content.
1:32:08
Because as you said, there's a lot of places where content is out of line and we could do a better job at serving people that need access to it.
1:32:16
So I will take the feedback back and we have a great relationship with with SBS.
1:32:24
Yeah.
1:32:24
And we'll we'll work with them to see how we can streamline and rationalize content.
Gale Brewer
1:32:28
Okay.
1:32:28
Now you're not in charge of the Green Book NYC.
1:32:31
Right?
1:32:31
That is DCAS?
Matthew C. Fraser
1:32:32
That that is DCAS.
Gale Brewer
1:32:33
It sucks.
Julie Won
1:32:36
So you should
Jennifer Gutiérrez
1:32:36
tell them I'm happy to say
Matthew C. Fraser
1:32:38
it wasn't him.
1:32:39
Fuck.
1:32:39
Yeah.
Gale Brewer
1:32:40
No.
1:32:40
But I'm just saying No.
Matthew C. Fraser
1:32:41
No.
1:32:41
So let me let me You
Gale Brewer
1:32:42
get a lit you know, it's online, so you get a little you know, it might be OTI.
1:32:46
The numbers are wrong.
1:32:47
The people are wrong.
1:32:48
Everything is wrong.
1:32:50
Yeah.
1:32:50
So I would I have my old green book.
1:32:52
So I just go to the green book.
1:32:53
I can figure it out who put a new name in, get the inside number.
1:32:57
Yeah.
1:32:58
Because but not everybody can do that.
1:33:00
So this you could put a little fire under DCAS to upgrade it.
Matthew C. Fraser
1:33:04
You know what?
1:33:05
I I will say, as the chief technology officer for the City Of New York, although it may fall under DCAS's purview, it's still my responsibility.
1:33:13
So I'll gladly take the feedback away and work with my colleagues at DCAS to make it make it better.
Gale Brewer
1:33:19
Otherwise, I'm gonna call all those numbers and then I'm gonna do a press conference and none of these numbers answer.
Matthew C. Fraser
1:33:25
You know what?
1:33:25
I I don't want I don't want you to be in that space.
1:33:27
Let me see what I could do about that.
Gale Brewer
1:33:29
You very much.
1:33:29
It's really bad.
1:33:30
Thank you.
