Council Member Jennifer Gutiérrez inquires about the funding for applications in the preliminary budget, specifically the increase from $1.1 million to $22.1 million in FY25. Matthew C. Fraser and Edwin Pemberton explain that this funding covers citywide systems and applications supporting various agency operations.

  • The funding includes support for systems like NYC ID, nyc.gov, and data sharing between agencies.
  • The increase is attributed to major systems upgrades, cloud migrations, and rising costs for legacy application support.
  • Fraser notes that as systems approach the end of their refresh cycle, vendors often increase pricing to encourage upgrades or platform changes.

be here.
1:33:46
I I'm good.
1:33:46
I wanted to ask on just a couple of just definitions that I'm unclear about that I saw in the preliminary budget.
1:33:55
But before that, can I just ask for under funding for applications, the the preliminary plan includes 22,100,000.0 in f y '25 and one point one in the out years?
1:34:10
Can you share what specific applications will be covered this funding?
Matthew C. Fraser
1:34:19
I defer to our deputy commissioner for management and budget.
Edwin Pemberton
1:34:28
And when you say applications, is this application division or is it
Jennifer Gutiérrez
1:34:33
So I think that's so that's what I'm asking just to specific.
1:34:35
Is it applications?
1:34:36
Is it like a MyCity?
1:34:37
Just clarity on what applications.
1:34:38
It literally just says funding for applications.
1:34:40
So we're unclear on our end also.
Edwin Pemberton
1:34:43
Right.
1:34:43
What okay.
1:34:44
If it says for applications, the application divisions, the ones that handle citywide systems.
Michelle Ann Blomingville
1:34:49
Okay.
1:34:50
Right.
Jennifer Gutiérrez
1:34:51
Okay.
1:34:51
Just the citywide can you give me is it is an example of what's an example of a citywide system?
1:34:56
Is it my city?
Edwin Pemberton
1:34:57
Well, the expense most of the expense money is coming from capital projects and there's some maintenance.
Jennifer Gutiérrez
1:35:04
No.
1:35:05
No.
1:35:05
I understand.
1:35:05
But the the funding for a citywide system under OTI is what kind of a system?
1:35:10
If you can give me an example.
Edwin Pemberton
1:35:11
I'll have to get that detail.
1:35:13
It would be something
Matthew C. Fraser
1:35:14
A citywide system can be anything from NYC ID, which is a citywide authentication portal that everyone uses.
1:35:20
They could be anything from nyc.gov.
1:35:22
NYC Gov as a platform has infrastructure, has an application layer that sits on top that supports it, Data share between agencies or what's known as data bridge is a citywide application service that's used to share information between agencies.
1:35:38
The application division at OTI is largely responsible for supporting any applications that support agency operations outside of OTI.
1:35:50
So when you think about everything from everything from agencies like TCAS all the way across the board to corrections, the way across the board to anything else.
1:36:05
There may be components of their digital process that's hosted by OTI and the applications team and the supportive funding goes to support those systems.
Jennifer Gutiérrez
1:36:14
So can you the the funding level for applications at adoption last year was only 1,100,000.0, and the preliminary plan, the increase of the of that same budget is an additional 21,000,000.
1:36:28
Can you explain with the why the increase?
Matthew C. Fraser
1:36:31
So over the last couple of years, we've undertaken a number of initiatives including major systems upgrades for other agencies, including shifting things towards the cloud, streamlining applications on certain platforms.
1:36:45
So for us, in order to get into the detail, we would have to look at every system that was done within the last two years Mhmm.
1:36:51
Where capital funding may have fallen off and expense funding has stepped in.
1:36:55
And in addition to that, we've seen a number of large increases in legacy application support costs.
1:37:04
What tends to happen is you get near the end of refresh cycle, it becomes more expensive to keep the legacy systems on board.
1:37:12
And as we approach a place where we may be migrating off platforms, a common practice that vendors use is to increase the pricing in the final years to force you either to buy new products or to shift off their platforms.
