Council Member Crystal Hudson inquires about DFTA's process for reallocating resources across its provider network, particularly for older adult centers. Commissioner Lorraine Cortés-Vázquez explains the agency's new approach to budget modifications and resource reallocation.
- DFTA is implementing a new process to reallocate funds within the network based on performance
- Performance is analyzed over a two-year period
- Low-performing centers may have funds repurposed to other areas of the network
- Reductions are one-time and do not affect baseline funding if performance improves
- This approach aims to keep dollars within the older adult center network

So central but not the entire soul.
2:00:59
Often does NYC aging reallocate resources across its provider network?
2:01:05
For example, if one OAC sees a decline in attendance and another experiences an increase, how does the agency work to realign funding rather than reducing it to where there's greatest need?
Lorraine Cortés-Vázquez
2:01:16
That's a great question.
2:01:18
For five years we've been talking about this and we're finally implementing it now where we are using.
2:01:24
We would leave money on the table and not repurpose it within the network.
2:01:29
This year we've taken the budget modification process and looked at it more holistically so that we could address some of the things we talked about earlier which was the kitchen repairs.
2:01:41
Right.
2:01:42
Things of that nature.
2:01:43
And so we do that by analyzing performance over I believe it's a two year period.
Crystal Hudson
2:01:52
Then Two year period you said?
Lorraine Cortés-Vázquez
2:01:53
A two year period.
2:01:54
And if you have low performance given a particular level, we then will repurpose those dollars and possibly serve another network.
2:02:05
I can give you the numbers of the, and we've been able to do that very successfully in a way and that we can continue the commitment to keep those dollars in the network.
2:02:22
And that has always been the key.
2:02:24
Right.
2:02:25
The other thing that I can say about that is that that's a one time reduction.
2:02:30
Reduction.
2:02:31
You know, if you improve your performance moving forward in the following year then that will, you you will not lose your baseline.
Crystal Hudson
2:02:41
Okay.
2:02:41
And so that's just become like standard operating procedure then?
Lorraine Cortés-Vázquez
2:02:44
We're just trying it now and it'll become standard operating procedure.
Crystal Hudson
2:02:49
Okay.
