Chair Banks raises concerns about ongoing maintenance issues in RAD/PACT converted properties, questioning whether some developments are still facing the same problems they had before conversion.
- Some residents report dealing with similar deterioration conditions post-conversion
- NYCHA officials express surprise, noting that there's a financial incentive for partners to maintain properties
- Section 8 (now called Inspire) requires annual inspections, which properties must pass to maintain funding
- NYCHA encourages residents to report ongoing issues so they can work with partners to address them

Alright.
2:30:08
Understandable.
2:30:09
And the last thing, I just wanna get some, have a little conversation about is the materials.
2:30:17
I know it was pointed out that by the administration, by the authority, that when RAD PAC developments, when they converted over to RAD, it's because obviously the needed capital investment, you know, from the obviously the disrepair and the dilapidation.
2:30:36
Are you aware that there are NYCHA developments that have been converted over to RAD PAC that are dealing with some of the same deterioration conditions that they were dealing with prior to you know, before the conversion.

I've heard you mention it before and I've heard some other people mention this before.
Chris Banks
2:31:03
Not people, residents.
Brian Honan
2:31:04
Residents.
2:31:05
Excuse me, Yes, yes, I'm sorry.
2:31:07
So, residents and advocates as well before The thing I would say about that is, number one, they should be brought to us, and we do work very closely with all our partners to make sure that, they're doing what they're supposed to.
2:31:22
It also just doesn't make sense to me, though, because there is a financial incentive for them to make sure that they're passing inspections, because section eight requires an annual inspection.
2:31:39
So, now it's called Inspire.
2:31:40
They have to pass Inspire inspections in order to keep their funding going.
2:31:44
So, if what they have put in place is not holding up, that's gonna put their funding in jeopardy.
Chris Banks
2:31:51
Okay.
