Council Member Banks inquires about NYCHA's RAD/PACT program, which aims to convert 62,000 public housing apartments to private management using federally funded project-based Section 8 vouchers.

  • RAD/PACT is a key component of NYCHA's transformation plan
  • The program allows NYCHA to access federal funding that has been reduced for traditional public housing
  • NYCHA officials emphasize that Section 8 funding remains more secure than Section 9 (public housing) funding
  • RAD is currently the only tool offered by HUD to bring significant investment into public housing developments

to give you We hear that all the time.
1:28:59
If you have specific concerns, yeah.
1:29:01
We've heard that multiple times.
1:29:03
Sometimes it's systemic, it's robust, and that's the reason why we're addressing it from that standpoint.
1:29:10
When it comes to RAD PAC, which is also a program implemented by the NYCHA, the core component of NYCHA's transformation plan is is the RAD PAC.
1:29:24
Through RAD PAC, NYCHA will utilize federally funded project based section eight vouchers to convert 62,000 apartments to private management.
1:29:34
RAD slash PAC is important because NYCHA can unlock federal funding for its housing that has been systematically dismantled by the federal government for decades.
1:29:46
How do you think the changes with the federal administration will impact federal funding for RAD PAC?
Lisa Bova-Hiatt
1:29:54
Do want to do RAD PAC?
1:29:55
Brian, you want do federal funding?
1:29:58
I can do the federal funding.
1:29:59
Yeah, if you want to start.
Annika Lescott-Martinez
1:30:01
So, sure.
1:30:02
So, I'll certainly have Brian add.
1:30:04
I think it's important to note that NYCHA continues to monitor our proposed federal funding and regulations and we work closely with our partners.
1:30:12
As many people know there was a federal funding freeze which has created a lot of uncertainty in the process.
1:30:18
So we are advocating, We're actually going to DC next week to talk to our partners on the hill to make sure that we continue to get the funding we deserve for our NYCHA residents to improve the conditions that you're mentioning.
1:30:30
And I'll ask Brian to provide some more details specifically on RadPact.
Brian Honan
1:30:38
Sure.
1:30:38
So council member, I think that one of the few things that this current administration, is committed to and the administration before is RAD as a tool to find investment for public housing.
1:30:53
And all things that we're hearing from Washington is that Section eight funding remains much more secure than Section nine funding.
1:31:06
And that has been true for quite some time now.
1:31:08
And right now, RAD is the only tool that HUD offers in order to bring real investment into development.
Chris Banks
1:31:20
With the RAD PAC well, with the 62,000 units that have been converted to RAD, is there any savings for the development?
1:31:33
I mean, for NYCHA, the authority?
1:31:37
Because obviously we've had multiple units converted, multiple developments converted.
1:31:42
What does that look like as far as repairs now or the budget for repairs for the other developments?
