Now I would like to turn to the work the NYPD and City Council can do together.
0:32:46
The perception among the police and the public is that the council has been legislating against us.
0:32:52
But there is much that we can do in concert.
0:32:56
I look forward to discussing these many points of intersection with you where our work can collectively benefit our shared public safety interests.
0:33:04
For instance, we are taking a close look at measures to discuss with you that will dramatically improve New Yorkers' quality of life such as possession of ATVs.
0:33:13
ATVs cannot be legally operated on New York City roadways.
0:33:17
But because ATV possession is legal, enforcement of the ATV laws is very challenging.
0:33:23
The city council should make it a misdemeanor to possess an ATV within the confines of the city.
0:33:29
As part of this shared work, we must move away from stances that negatively impact public safety in our city.
0:33:35
We need to have a candid dialogue, not in anger but in honesty, about the effect that various laws have on the department's work and on public safety.
0:33:44
As you know, the council has before the bill that would ban the department's criminal group database.
0:33:49
That database is a critical intelligence tool that helps the NYPD save lives.
0:33:54
If you want to work with us to improve the database, by all means, let's craft a bill together.
0:33:59
But do not eliminate the database.
0:34:02
Doing so will hurt the department and will detract meaningfully from public safety.
0:34:07
Whenever possible, we should be working together to enhance the safety and quality of life of every New Yorker.
0:34:13
As leaders in city government, that is our job and I am eager to partner with you on any policies and legislation that makes our city stronger.
0:34:23
Now turning to the mayor's preliminary budget and its impact on the NYPD in the coming fiscal year.
