Alright.
1:23:42
We're just trying to make sure that we don't lose quorum before the members that are online have an opportunity to ask questions.
1:23:49
So we're gonna pivot here for a minute and I'm gonna ask a couple of questions that may seem a little bit redundant but just to get clarity.
1:23:56
In in the preliminary budget plan, 117,000,000 was added for NYPD uniform overtime spending.
1:24:03
How do you properly
Jessica Tisch
1:24:19
uniform
Diana Ayala
1:24:04
evaluate the reduction targets when half of the projected overtime cost gets added throughout the year?
Jessica Tisch
1:24:12
I'll let our deputy commissioner answer, but we are taking an approach now where we're really looking at our spend month to month, so at the January, at the February.
1:24:22
Do you want to
Hadeel Mishal
1:24:23
So essentially
Kristine Ryan
1:24:25
what we do is we recognize that there's a certain amount budgeted at the beginning of the year, but we look also at the historical trends month to month.
1:24:32
There are different events that happen in different months.
1:24:35
There's a level of seasonality within what we do.
1:24:37
We're obviously looking at unplanned events like protests and things like that.
1:24:41
So my team of staff and analysts are looking at the overtime really weekly basis, and then month to month we're looking at the overall spend compared to prior years, what did it look like in the prior month, where are things trending, what are the different categories, to look at where we may see some concerns or some issues.
Diana Ayala
1:25:00
So historically you would see an uptick in overtime in specific months, right, depending on the activity that's happening in the city?
Althea Stevens
1:25:06
Correct.
1:25:07
Okay.
Diana Ayala
1:25:08
Who is the deputy commissioner or equivalent identified by the NYPD who's responsible for compliance to the overtime reduction plan?
1:25:17
That's me.
1:25:18
That would be you?
1:25:19
Tanya.
1:25:20
Okay.
1:25:21
Has OMB deemed any overtime expenditures to be in excessive against your planned reduction targets?
Kristine Ryan
1:25:28
So at this point actually we reestablished a target with OMB at the end of the last calendar year, beginning of very end of the last calendar year, beginning of this year, sort of reevaluating what things look like, taking into account the additional transit over time once that was announced, and we are holding.
1:25:44
In January, we were a little bit below our target and February, pretty much on target.
Jessica Tisch
1:25:50
And both the deputy commissioner and I have regular meetings with director Jeeha on our overtime spend.
1:26:00
Okay.
Diana Ayala
1:26:01
I'm gonna just pause really quickly so that councilmember Kaban can ask her questions, and
Michael McMahon
1:26:04
then I'll come back.
