And moving to federal funding, on 01/27/2025, the Trump administration issued a directive to pause federal loan and grant spending.
1:08:33
This directive was rescinded two days later.
1:08:40
But an executive order issued by the president to review funding remains in effect.
1:08:47
The NYPD's fiscal year twenty twenty five budget in the preliminary plan includes approximately 236,000,000 in federal spending.
1:08:57
Typically the NYPD's budget increases throughout the fiscal year as additional federal funds are realized.
1:09:04
Since adoption, the NYPD's budget has increased by 220,000,000 as a result of additional federal funding being realized.
1:09:14
What is the cause of the year round increase?
Kristine Ryan
1:09:21
So in the November plan, $152,000,000 in federal grant funding was added.
1:09:28
The majority of that, 64%, was for what is called the Urban Area Security Initiative, which is UASI funding.
1:09:35
That is, as we discussed earlier, we get a large proportion of our federal funding from the Department of Homeland Security, and UWASI is the major portion of that.
1:09:44
Dollars 12,300,000.0 of that was for DOJ asset forfeiture funds.
1:09:49
8,200,000.0 was for the law enforcement terrorism prevention program.
1:09:53
7.7 was the port security grant program, 9.5 securing the cities, 4,000,000 for FEMA disaster recovery still tied to Hurricane Sandy and Ida, and 1,900,000.0 for transit security grant program.
1:10:07
And then in the preliminary budget, there was an additional add of federal funding for additional urban area security initiative funding, funding for the community oriented policing program, and additional asset forfeiture funds.

1:10:23
How much of the federal funding in the NYPD's fiscal year twenty twenty five budget is paid as reimbursement to the city?
Kristine Ryan
1:10:30
It's all reimbursed to the city from the federal government.
Yusef Salaam
1:10:36
How much federal funding is expected for fiscal year twenty twenty six including funding not currently budgeted for this year?
Kristine Ryan
1:10:43
So on average we receive approximately $200,000,000 a year in federal funding.
1:10:47
It does vary and fluctuate, so I anticipate we would receive about that amount, all things remaining as they have been in the past.
Yusef Salaam
1:10:57
And how do you anticipate to cover expenditures if federal funding is cut by the Trump administration?
Kristine Ryan
1:11:04
That's a discussion we would have with OMB.
1:11:06
This is really critical funding for the department.
1:11:08
While it only represents about 3% of our total budget, it's very important to ensuring the safety of not only the residents of the city but also the visitors, protecting our infrastructure, protecting our ports.
1:11:20
So it's really critical fundings we would have ongoing dialogue with OMB as we're already having to ensure those critical resources are maintained.
Yusef Salaam
1:11:40
So I'm gonna open it up and pass it to the other council members starting with council member Holden.
