Council Member Ayala inquires about the implementation of quality of life units (Q teams) in NYPD precincts, expressing concern about potential understaffing. Commissioner Tisch explains the strategy for forming these units without compromising existing precinct operations.

  • Q teams will include both returning officers and those currently working other assignments in precincts
  • Neighborhood Coordination Officers (NCOs) will be part of the quality of life teams
  • Tisch confirms that NCOs have not been reassigned and are still present in all commands
  • The discussion highlights efforts to address quality of life issues while managing personnel resources effectively

Regarding the quality of life unit, that's so you I'm a little bit confused about how how it would work because the way that I understand that, at least specifically in my district, most of my precincts are understaffed already.
1:39:51
So how many officers from that specific precinct will be reassigned to this unit and what impact if any will that have on?
Jessica Tisch

So a few things are gonna happen.
1:40:02
First, we are going to return more officers to the precincts to be part of these quality of life teams, these Q teams.
1:40:12
But we are also going to include officers that are currently working other assignments in the precincts to the Q teams.
1:40:20
So as an example, the NCOs who are already in the precincts, they will be part of the quality of life teams.

Okay.
1:40:31
Have many of the NCOs been reassigned already though?
Jessica Tisch
1:40:34
No.
1:40:35
No?
1:40:35
We still have NCOs in all of our commands.
1:40:38
Okay.
