Council Member Salaam asks about the possibility of setting CCRB's budget as a percentage of NYPD's budget.

  • Current CCRB request is less than 1% of NYPD's annual budget (around 0.7%)
  • CCRB officials suggest 1% would allow for more investigators and prosecutors
  • Current charter-mandated headcount doesn't account for additional responsibilities since 2019

Mister chairman, we you can see that if if this budget is given to us, we'll have one investigator for a 28 police officer to investigate.

So, you can see the comparison of our budget.

Of course, there are 34,000 police officer, but, in order to do that, we certainly would request more personnel to continue with the with proper and a fair investigation.

I think that the current system of setting our headcount linking our headcount to the NYPD's uniformed, headcount, it it could have worked before the additional responsibilities that the CCRB has received since the last charter change in 2019.

So the 2019 charter set our head count at point 67% of the NYPD's uniformed head count.

But since then, there's been the creation of the racial profiling unit and the addition of untruthful statements to our jurisdiction and sexual misconduct and the right to know act and body worn camera foot violations of the body worn camera policy.

So while it is arguable whether or not the point 67% of head count was something that was workable in 2019.

When you factor in all of those additional responsibilities, I don't think that formula, the current formula is enough to fully fund the CCRB.

the request that we are making, it is not even 1% of the NYPD's annual budget.

I think it comes close to point 7%.

So, you know, we we if we if we think we need the money at point 7%, but if you set it at 1%, we would be able to hire more investigators, hire more prosecutors, and do our investigations with the same level of thoroughness but get them done faster.

And also not have 1,992 complaints within our jurisdiction closed without any investigation at all.

Whether it's in the charter or just in the policy that is enacted by the administration and the council, I'm agnostic to.

I just think it is important to know what the needs of the agency are so that the administration and the council can decide what level to fund at.
