Council Member Marmorato inquires about the strategy to fill 1,456 civilian vacancies and how these vacancies impact operations.
- Many vacancies are in safety titles including 911 operators, school safety agents, crossing guards, and traffic enforcement agents
- The NYPD is working to fill these positions through classes for safety titles
- Non-safety titles are subject to a two-for-one hiring freeze, requiring coordination with the Office of Management and Budget
- Critical positions are prioritized for hiring

And civilian headcount remains lower than budgeted with fourteen fifty six vacancies as of January of twenty twenty five.

Is there a strategy to fill these positions and how does this vacancy rate impact operations?
Kristine Ryan
2:11:37
So we're working to fill the positions we can.
2:11:40
A lot of those do happen to be in our safety titles which include our 911 our school safety agents, our school crossing guards, our traffic enforcement agents.
2:11:51
We are obviously with the exception of those safety titles which we do in classes, we're working to fill those classes as we move forward.
2:11:58
The nonsafety titles are still subject, most of them, to the two for one hiring freeze with OMB.
2:12:05
So we work with OMB to make sure we can move those forward and that critical positions are hired as quickly as possible.
